Zelensky Asserts He Lacks Clear Security Pledge from European Partners

President Zelensky has stated that European allies have failed to provide sound guarantees that they will defend Ukraine in the event of a new Russian aggression.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

After the Paris talks, which involved some three dozen nations that form the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.

Partner nations suggested that the US would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.

Moscow has not yet commented on the announcement made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "an essential component of our commitment to support Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I see the will, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if European countries would defend Ukraine.

"But as long as we lack such binding security pacts - legally binding, endorsed by legislatures, supported by the United States Congress - this question cannot be answered. And even if they do, you must ultimately depend primarily on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "largely finished" their work on finalizing security arrangements.

Last week, the President indicated a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the center of unresolved issues for negotiators.

The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions form the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Moscow is also achieving slow progress in seizing additional Ukrainian land.

Ukraine has hit back at Russian targets with drones, though with varying degrees of effectiveness.
