Diplomatic negotiations with US, Moscow, and Ukrainian delegates began in the United Arab Emirates this Tuesday, marking the latest stage in initiatives to broker a peace agreement to resolve the ongoing conflict in the region.
US Army Secretary the US representative reportedly held talks with a Moscow delegation on Monday night, with negotiations proceeding into Tuesday.
“The talks are going well and we remain optimistic. The Secretary remains in close coordination with the administration throughout these proceedings,” a spokesman remarked.
Ukraine’s military intelligence chief, Kyrylo Budanov, was scheduled to participate in the proceedings, though the exact format was uncertain whether direct talks with Moscow’s representatives would take place or if separate one-on-one meetings would be conducted.
The composition of the Russian group was unconfirmed. “We cannot provide details. We are following the media reports,” a Kremlin representative told state media.
These meetings follow recent discussions in Switzerland where US and Ukrainian representatives reworked a draft US proposal for resolving the conflict.
Russia has not yet accepted the most recent iteration of the plan and is not expected to agree to many of the Kyiv changes.
Russia’s foreign minister, the Russian diplomat, stated that any revised peace plan must embody the “essence and wording” of what was covered during earlier summit talks between both nations.
European leaders are reportedly finding it difficult to remain involved in the negotiations as US representatives drive the efforts.
The Finnish president, a European figure, who has emerged as a primary mediator between Washington and EU officials, stated that the coming days would be decisive in attempts to secure a resolution.
He allegedly held discussions with Volodymyr Zelenskyy and Nato officials, emphasizing that “The future of Ukraine is for Ukraine to decide, and European security is for Europe to decide.”
Meanwhile, the French president, Emmanuel Macron, warned against a agreement that would amount to a “concession” for Ukraine.
“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Certainly not,” he stated.
American plan was reportedly made up of numerous clauses and was based on discussions between US and Russian representatives, with contributions from Kyiv security officials.
Key aspects of the proposal reportedly included:
American representative allegedly traveled to Kyiv to brief Zelenskyy on the proposal and urge rapid approval.
This pressure, combined with the disclosure of the plan, reportedly shocked Ukrainian and European authorities.
The Ukrainian president stated that the nation was facing one of the toughest moments in its history and was being compelled to choose between “surrendering honor or sacrificing a vital partner.”
Subsequently, the US official briefed alliance ambassadors on the proposal in Kyiv, with one participant labeling it as “a nightmare meeting” and noting that EU officials were shocked by both the content and manner of the delivery.
The US administration later softened its position, indicating that the 28-point proposal was an “opening point for discussion” rather than a final ultimatum.
As diplomatic talks continue, Moscow has maintained its regular assaults on Ukrainian cities.
Russian forces reportedly launched numerous of projectiles and many of drones at objectives in and around Kyiv, according to Ukrainian reports.
The Ukrainian president stressed that the Kremlin must not believe it could prevail in the war while negotiations were underway.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Pressure on Russia must deliver results,” he stated.
Kyiv’s leader reported that seven people had been fatally injured in the overnight assault on the city.
