Initial phase of Gaza negotiations between the Palestinian group and mediators have ended in Egypt “amid a constructive atmosphere”, as reported by Egypt’s state-linked news outlets early on the weekday.
Al-Qahera News, which is linked to government security, reported the talks will continue on the following day, additionally between Hamas and intermediaries in the tourist destination of Sharm El-Sheikh, where an Israeli delegation landed on Monday.
The Israeli government and Hamas are anticipated to engage in mediated discussions on the specifics of a proposal by American leader Donald Trump for a captive-detainee swap and long-term ceasefire.
The US president’s 20-point plan specifies an instant ceasefire, an exchange of all captives held by Hamas for detainees from Palestine held by the Israeli state, a staged Israeli withdrawal from Gaza, the demilitarization of the group and the establishment of a transitional government led by an global organization.
Among Hamas’s main conditions since the outset of the war has been a complete withdrawal of Israeli troops from the territory in return for the release of the remaining captives. And while the Palestinian militant group has signaled its willingness to relinquish governing control, it has repeatedly ruled out laying down arms.
In this first phase of negotiations, Egyptian and Qatari intermediaries are collaborating with both sides to prepare ground conditions for the release of the still held 48 captives from Israel held in the enclave in exchange for 1,700 Palestinian prisoners held in prisons in Israel, and to decide the timeline of a short-term ceasefire.
This round of negotiations is anticipated to be challenging and complicated, and could last for several days, according to reports. Further additional information on the discussions shortly.
These negotiations come as Israelis across the country get ready to mark the two-year commemoration of the 7 October Hamas-led assaults on Israel’s southern region, in which approximately twelve hundred individuals, primarily non-combatants, were killed and two hundred fifty-one captured.
Although there are optimistic indicators about this effort to achieve an end to Israel’s war, there remains doubt over if a agreement can be secured and, crucially, sustained.
The Palestinian faction has in part agreed to Trump’s twenty-point proposal, which Israel has agreed to, but there are still significant sticking points that need resolving, including the post-war administration of the Gaza Strip, the degree of withdrawal of Israeli forces and Hamas’ disarmament.
Mediators have to agree which detainees from Palestine will be freed from Israeli jails. The representatives from Palestine is likely to request political figures, such as the figurehead Marwan Barghouthi, who are widely popular in the West Bank and Gaza.
Conservative members of Netanyahu’s coalition have exerted influence to ensure such popular figures stay behind bars, news outlets in Israel has stated.
A far-right minister, the far-right public security minister, threatened to leave the administration if the faction still remained after the freeing of hostages, adding another complication to already delicate peace talks.
